"add a relation for this issue" search box is always empty

I'm trying to relate two feature requests. I select "add a relation for this issue" and type in a search term to pick up a title from another feature request.. Unfortunately "THE FOLLOWING ISSUES MATCHED YOUR SEARCH:" always empty even when I know I've typed in a substring that matches several existing feature requests.
